三、特别提醒各位同仁勿忽视:(1)US-33CFR164.25对船舶到离港前所需各项测试及纪录(

Logbook)之要求。(2)航前安全检查及抵港前防止毒品、违禁品走私之检查及纪录。

五、自本年元月一日起加州Ballast Water Report已开始实施。请注意以免受罚(USD$500)

CFR 164.25 Tests before entering or getting underway.

    No person may cause a vessel to enter into or get underway on the navigable waters of the United States unless no more than 12 hours before entering or getting underway, the following equipment has been tested:

船舶在进入或航行於美国水域前十二小时除非做了以下设备的测试才能进入或航行於美国水域:

(1)  Primary and secondary steering gear. The test procedure includes a visual inspection of the steering gear and its connecting apparatus, and, where applicable, the operation of the following:

检查两部舵机连接装置是否良好,另外还需要做下列的操作测试:

  1. 1.  Each remote steering gear control system.

  舵机上各控制系统的转换测试.

  1. 2.  Each steering position located on the navigating bridge.

驾驶台与左右两舷舵机间的转换是否良好.

  1. 3.  The main steering gear from the alternative power supply, if installed.

主舵机之供应电源两部电机间转换是否良好,假如有安装时.

  1. 4.  Each rudder angle indicator in relation to the actual position of the rudder.

各舵角指示器显示与实际操舵度数是否有所误差.

  1. 5.  Each remote steering gear control system power failure alarm.

  舵机控制系统失效或错误时警报器反应.

  1. 6.  Each remote steering gear power unit failure alarm.

舵机电源失效时警报器反应.

  1. 7.  The full movement of the rudder to the required capabilities of the steering gear.

由左()满舵至右()满舵时(3530),舵效反应时间不超过28.

(2)  All internal vessel control communications and vessel control alarms.

所有船舶内部通讯与警报系统的测试.

(3)  Standby or emergency generator, for as long as necessary to show proper functioning, including stable state temperature and pressure readings.

人员备便监控发电机温度和压力数值是否稳定以确保功能之正常,必要时启动紧急发电机.

(4)  Storage batteries for emergency lighting and power systems in vessel control, and propulsion machinery spaces.

紧急照明和船舶系统与主机的储存电瓶检查.

(5)  Main propulsion machinery, ahead and astern.

主机前进后退测试.

(6)  No vessel may enter, or be operated on the navigable waters of the United States unless the emergency steering drill described below has been conducted within 48 hours prior to entry and logged in the vessel logbook, unless the drill is conducted and logged on a regular basis at least once every three months. This drill must include at a minimum the following:

   船舶在进入或航行於美国水域前四十八小时必须做过紧急舵机操演且记载於航行日志才能进入或航

   行於美国水域,除非此船舶至少每三个月定期举行操演且作了记录,但是操演内容最少须有下列各项:

  1. 1.  Operation of the main steering gear from within the steering compartment.

从舵机房操作主舵机.

  1. 2.  Operation of the means of communications between the navigating bridge and the steering compartment.

驾驶台与舵机房间通讯的操作.

  1. 3.  Operation of the alternative power supply for the steering gear if the vessel is so equipped.

舵机之供应电源两部电机间转换操作是否良好,假如有此设备时.

凡在上航次或上次 U.S.C.G 登轮检查有记载缺失须改善项目者须在本次到美国第一港口前主动通知代理行 , 确认是否已被列入优先登轮名单 ,以安排适当之到港时间先通过 U.S.C.G. 检查 , 再安排靠港装卸起工时间以免延误起工时间
